ABOUT US
The Municipal Assessor's Office is responsible for the discovery, listing, appraisal, and assessment of all real property (lands, buildings, machinery) within its jurisdiction for taxation purposes. Key functions include updating tax maps, conducting physical surveys, maintaining assessment records, and determining fair market values for Tax Declarations.
Core Functions and Responsibilities
Property Discovery and Listing: Identifies all real property within the municipality to ensure they are properly listed in the assessment rolls.
Appraisal and Valuation: Appraises all real properties at their current and fair market value based on approved schedules.
Assessment Records Management: Prepares and maintains tax maps, property identification systems, and, significantly, Field Appraisal and Assessment Sheets (FAAS) and Tax Declarations.
Conducting Surveys and Inspections: Performs regular physical inspections of properties to verify updates, improvements, or new construction.
Recording Property Changes: Processes transfers of ownership, subdivisions, or consolidations of real property.
Issuing Certifications: Issues certified true copies of Tax Declarations and other certifications regarding property assessments.
The office operates under the mandates of Republic Act No. 7160 (Local Government Code of 1991), ensuring all property owners pay their fair share of taxes to the Local Government Unit of Hamtic.

Core Functions
l Supervises, monitors, and ensures the effective implementation of disaster risk reduction and management (DRRM) programs, projects, services, and activities of the Municipality of Socorro.
l Leads the updating and implementation of the Municipal DRRM Plan in accordance with national policies and local priorities.
l Oversees the installation and maintenance of Early Warning Systems (EWS), Early Warning Devices (EWD), and alert signages in identified strategic locations.
l Conducts and maintains an updated inventory of DRRM supplies, equipment, and resources.
l Serves as an active member of local councils, committees, and DRRM teams.
l Organizes and conducts regular disaster preparedness programs, drills, and community awareness activities.
l Participates in DRRM-related seminars, trainings, meetings, and capacity-building activities.
l Convened and provides technical support to the Municipal Disaster Risk Reduction and Management Council (MDRRMC).
l Facilitates and operationalizes the Municipal Disaster Quick Response Team (MDQRT) to ensure timely and coordinated emergency response.

MISSION
To implement, monitor, and enforce environmental programs and policies that ensure the responsible management, conservation, and protection of natural resources; to promote active stakeholder participation in waste management; and to sustain and nurture healthy and resilient ecosystems for the benefit of present and future generations
OBJECTIVES
1. To strengthen the implementation of Solid Waste Management programs, including waste segregation, reduction of single-use plastics, recycling, and proper disposal
2. To protect, conserve, and sustainably manage natural resources, including forests, watersheds, freshwater, and land resources
3. To ensure community and stakeholder participation in environmental programs, promoting shared responsibility in waste management
4. To enforce environmental laws and local ordinances, ensuring compliance by households, establishments and institutions.
5. To promote environmental awareness and education, encouraging sustainable practices and behaviors among citizens
6. To coordinate with government agencies, NGOs, and stakeholders in advancing environmental protection and resource conservation initiatives.
7. To monitor and evaluate environmental programs and projects, ensuring effectiveness, sustainability, and alignment with municipal goals.
